Strategic cooperation between the Ministry of Sport and the University of the Peloponnese

Γ. Vroutsis:  "In the context of the reforms we are promoting, it is necessary for the first time in history that the scientific community also contributes to the documentation of the needs of the sports structure in the country"

The Programmatic Agreement for the preparation of the Study "Development of Amateur Sports with sustainability criteria", between the Ministry of Sports and the University of the Peloponnese, was signed by the Deputy Minister of Sports, Yannis Vroutsis, the Professor Rector of the University of Peloponnese, Thanasis Katsis and the Dean of the Faculty of Human Movement and Quality of Life Sciences, President of the Department of Sports Organisation and Management (TODA) of the University of Peloponnese and Scientific Officer of the Project, Professor Georgios Kypraios.

The Ministry of Sports, in the context of spatial planning in sports, commissioned this research to TODA, so that for the first time in history there would be the necessary scientific documentation of the country's sports needs for the strategic formulation of policies regarding amateur sports clubs, in order to further develop sports.

Besides, TODA, as the only Department that promotes the science of Sports Administration in Greece, promotes knowledge in the fields of the science of Sport and the organization and administration of Sport institutions.

The preparation of the Study for the "Development of Amateur Sport with sustainability criteria", within three months, in the context of the digital transformation of the entire sports structure (e-Kouros platform), will investigate all the qualitative data that make up the image of amateur clubs per region, in relation to the environment in which they operate and based on best European practices and experiences, providing measurable and fully comparable figures for:

  • the development and operation of strong and sustainable sports clubs
  • the creation of incentives for the establishment, merger and strengthening of sports clubs.

In particular, the following will be examined:

  • the current situation of sports clubs in Greece per geographical unit, based on population concentration, geographical specificity, available infrastructure and financial data,
  • European practices in the development and operation of sports clubs, as well as the geographical, population and sporting distribution,
  • the rationalisation of the procedures for the establishment and operation of a sports club, as a developmental and sustainable sports organisation, with social and economic criteria,
  • alternative models for the management of a multitude of sports clubs,
  • proposals and incentives for mergers aimed at strengthening sports clubs.

Mr Vroutsis said:

«In the context of the reforms that we are promoting in the Ministry of Sports, I felt it necessary to ask for the assistance of the country's scientific community, in order to shield our policies under development and ensure the sustainability of the entire sports structure in the country.

The choice of the University of Peloponnese and the Department of Sports Administration and Organization is not accidental, as we believe that it is the most appropriate partner in our effort to improve the structures and create the conditions that will allow us to develop our sport on a healthy basis.».

Mr Katsis stressed:

«On behalf of our University, I would like to thank the Minister for his choice to entrust the Department of Sports Administration and Organisation with the task of conducting a well-documented study on the registration, sustainability, development and management of the country's sports structures, in accordance with best international practices.

We are convinced that this collaboration with the Ministry will continue so that we can succeed in defining the policies that our sport needs».

Mr Cypraeus pointed out:

«It is a great honour that the University of Peloponnese has been chosen by Mr.Vroutsis to carry out the Sustainability Study of Sport by the Department of Sports Management and Organisation.

It is very important that for the first time a public regional university is given the opportunity by the Ministry to conduct such an important scientific study. 

I am confident that we will fully meet the high demands of the research and Greek sport will soon have a powerful tool for its development and further penetration to a wide range of citizens.».

The signing of the Programme Agreement was attended by the Professors of the University of Peloponnese, Panagiota Antonopoulou, Ourania Vrontou, Yannis Douvis, Thanasis Strigkas, Marios - Daniel Papaloukas, the Assistant Professor, Krinanti Gdoteli and the legal advisor of the EEP, Yannis Anagnostopoulos.
